Local 26 of the International Brotherhood of Boilermakers, Iron Ship Builders, Blacksmiths, Forgers and Helpers (IBB) organizes the boilermakers trade in the 1525 Dean Forest Road jurisdiction (Member of Southeast District Lodge 3). Boilermakers are the U.S. trade responsible for assembling, welding, and repairing high-pressure steam boilers, pressure vessels, tanks, and heat exchangers across power generation, marine, refinery, chemical, steel, paper, and industrial construction. Across the U.S. asbestos era, plaintiffs alleged that Boilermakers were exposed to airborne chrysotile and amphibole asbestos in every industrial location where high-pressure steam and process equipment was installed, welded, or overhauled.

IBB members allegedly worked in direct contact with asbestos-refractory brick and castable in boiler fireboxes, asbestos-block and asbestos-cement casing lagging on economizers and superheaters, asbestos-fabric expansion joints on steam drums and reheat headers, asbestos gaskets at manway and hand-hole flanges, asbestos-fabric welder-shop torch pads and burn-hood curtains during pressure-vessel welding, and asbestos-refractory ladle mud during casting operations at Beaver Falls, Mount Vernon, and other B&W and Foster Wheeler shops. On Navy shipbuilding, IBB boilermakers laid up Kaylo and Marinite marine bulkheads and installed asbestos-lagged shipboard propulsion boilers at Fore River, Newport News, Norfolk, Puget Sound, and other yards.
